Notice from the Academic Early Warning and Integrity Management

Notice from the Office of the President No: 2025-015

To All Faculty, Staff, and Students: 

In alignment with the Regulations on Academic Early Warning Supervision and Elimination Management and the Criteria and Procedures for Identification of Academic Misconduct, the University hereby announces the implementation of a comprehensive academic governance system to uphold scholarly excellence, ensure educational quality, and align with international higher education standards (referencing the European Higher Education Area Quality Framework and the Singapore Statement on Research Integrity). 

I. Strengthening Academic Early Warning Mechanisms 

1. Three-Tiered Early Warning System 

   · Yellow Warning (20% failed credits/semester) 

   · Orange Warning (30% failed credits/academic year) 

   · Red Warning (two consecutive years below program standards or severe academic misconduct) 

2. Supportive Interventions 

   · Mandatory "one-on-one" faculty mentoring for early warned students 

   · Access to the "Academic Support Hub" (including course remediation workshops and research methodology training) 

   · Personalized Academic Improvement Plans requiring formal confirmation within 10 working days 

3. Dynamic Supervision 

   · Semesterly academic reviews by the University Academic Quality Assessment Working Group 

   · Compulsory monthly progress reports during the warning period, with non-compliance triggering elimination procedures as stipulated in Chapter V of the Regulations 

II. Upholding Academic Integrity Standards 

1. Zero-Tolerance Policy 

   · Strict enforcement of misconduct categories: 

   * Serious Misconduct (data fabrication, thesis purchasing, plagiarism) 

   * General Misconduct (improper citation, unauthorized authorship) 

   * Minor Misconduct (homework plagiarism, procedural violations) 

2. Transparent Handling Procedures 

   · Online reporting platform managed by the Academic Ethics and Morals Review Committee 

   · Independent investigation teams including off-campus experts (in compliance with COPE guidelines) 

   · Mandatory hearings and appeal rights within 15 working days of notification 

3. Consequences for Violations 

   · Student sanctions ranging from academic probation to expulsion 

   · Faculty penalties including title revocation and research funding bans 

   · Permanent recording in the National Academic Integrity Database for severe cases 

III. Institutional Support and Accountability 

1. Preventive Education 

   · Compulsory Research Integrity course (1 credit) for all freshmen 

   · Annual academic integrity training for faculty and graduate supervisors 

2. International Alignment 

   · Credit transfer support for students transitioning to overseas institutions 

   · Cross-border misconduct coordination under the Cross-border Academic Cooperation Integrity Convention 

3. Public Accountability 

   · Annual release of the Academic Quality White Paper 

   · Transparent disclosure of misconduct cases in the University's Annual Report
