COSBA and Complete Revocation of Its Authorization

To all relevant institutions, current and prospective students, COSBA (The Competency School of Business Administration) and its affiliated individuals and entities:
This official announcement serves to formally notify the immediate and permanent termination of all cooperation between The Asia Pacific School of Business (APSB) and COSBA, alongside the complete revocation of all authorizations previously granted to COSBA by APSB. This decision is final, non-negotiable, and enforced in strict accordance with relevant laws, regulations, and our cooperation agreement, following COSBA’s sustained and severe violations of contractual terms, legal provisions, and academic ethics.
Background of Cooperation and COSBA’s Flagrant Misconduct
At the inception of our partnership, COSBA was exclusively designated as an authorized enrollment agent of APSB, entrusted only with limited teaching assistance and basic student management tasks. The agreement explicitly stipulated that COSBA held no authority over tuition pricing, student status administration, curriculum design, or restrictions on direct communication between APSB and students. A core commitment of the collaboration was to offer affordable education to underprivileged African students, with fixed tuition fees of USD 750 for master’s programs and USD 1,200 for doctoral programs—a reflection of APSB’s mission to advance global educational equity.
Contrary to all agreements and ethical norms, COSBA has engaged in a series of egregious, illegal, and unethical acts throughout the cooperation period, ignoring repeated warnings and rectification requests from APSB. Its misconduct includes but is not limited to the following:
Unauthorized Tuition Hikes and Exorbitant Overcharging: Without written approval from APSB, COSBA arbitrarily raised master’s tuition fees to over USD 2,000 and doctoral fees to over USD 5,000. It also imposed unlawful additional fees such as a USD 3,600 thesis guidance fee, crippling financially vulnerable students and forcing many to suspend studies or take on heavy debts.
Double Fraud and Confrontation with Supervision: COSBA concealed actual enrollment data from APSB, falsely reporting "zero student registrations" to evade oversight. It withheld all tuition payments collected from students (exceeding USD100,000 in Ghana alone), illegally misappropriating APSB’s legitimate revenue. When confronted by APSB’s staff on May 8, 2026, COSBA’s leadership resorted to insults and threats, intimidating our team with claims of disrupting APSB’s operations in Africa.
Student Intimidation and Rights Violations: COSBA threatened students with arbitrary student status cancellation and graduation delays of up to 10 years if they questioned excessive fees or demanded refunds. It fabricated false excuses such as "tuition hikes are APSB’s decision" to mislead students, delaying graduation for qualified 2025 cohort students by nearly one year.
Willful Neglect of Student Grievances: COSBA ignored repeated student requests for refunds, graduation clarity, and student status verification. It evaded communication, turned away students seeking resolution, and caused two rounds of collective student appeals, resulting in irreversible harm to students academic and personal lives.
Final and Binding Decisions
In light of COSBA’s complete breach of trust, severe damage to APSB’s academic reputation, and blatant violations of laws and student rights, the APSB University Council has formally approved the following irreversible decisions, effective immediately upon the release of this announcement:
Permanent Revocation of Enrollment Rights: COSBA is stripped of all enrollment authorization worldwide. It is strictly prohibited from conducting any APSB-related recruitment activities in Ghana, Africa, or globally. Any subsequent unauthorized enrollment efforts will trigger immediate legal action.
Global Ban on Using APSB’s Name: COSBA and its affiliates are forbidden from using APSB’s name, logo, reputation, or any associated identity for academic activities, commercial promotions, or any other purposes. Fabrication of false information linking COSBA to APSB is strictly prohibited.
Full Termination of Cooperation: All cooperation agreements between APSB and COSBA are terminated permanently. All previously granted authorizations are withdrawn. APSB bears no liability for any acts of COSBA or its affiliates moving forward, and all legal responsibilities for their actions rest solely with COSBA.
Mandatory Refund Order: COSBA is required to cease all illegal fee collection and threatening activities within 3 working days. It must unconditionally refund all unlawfully collected funds, including inflated tuition fees, miscellaneous fees, and thesis guidance fees, to affected students. Failure to comply will result in joint legal action by APSB and students to enforce full recovery.
Legal Action for Accountability: APSB reserves the right to pursue full civil compensation against COSBA and its affiliates to recover all financial and reputational losses. We have collected comprehensive evidence of COSBA’s illegal activities and will initiate criminal prosecution proceedings to hold responsible parties accountable for fraud, threats, and other unlawful acts.
Official Clarification to Stakeholders: APSB will release a detailed clarification statement through official channels to inform all students, partners, and institutions of the facts, eliminating misinformation spread by COSBA and safeguarding the interests of the global academic community.
Our university is registered in multiple countries and has obtained relevant qualifications and permits for joint education programs and joint degree conferment (non-independent degree awarding). We urge students of this program to file a report with the Ghanaian police to safeguard their legitimate rights and interests. Our university will fully cooperate with the Ghanaian police and provide all relevant documentary support.
APSB’s Commitment
The Asia Pacific School of Business remains steadfast in its core mission of providing equitable, high-quality higher education. We uphold the principles of fairness, integrity, and public welfare, and will never tolerate any acts that exploit education for profit, violate academic ethics, or infringe on student rights.
We call on all relevant institutions and students to acknowledge this announcement and assist in its implementation. We also warn all current and future partners of APSB to strictly abide by contractual obligations and legal norms. Any violation will result in severe legal consequences.
