Official Guidelines on Transfer Qualification Verification 

and Academic Review Process for Affected Ghanaian Students

Applicable Scope: All affected enrolled Master’s and Doctoral students from Ghana who have been impacted by the irregular operation and disciplinary violations of COSBA (The Competency School of Business Administration)


In view of the long-term irregular charging, fraudulent concealment, unauthorized tuition increment, threat and suppression of students, and serious violation of cooperation agreements by COSBA, which have caused adverse impacts on the normal study progress, academic rights and legitimate interests of APSB enrolled Ghanaian students, The Asia Pacific School of Business (APSB) has officially terminated all cooperation with COSBA and launched a special student protection scheme for affected students.

To standardize the student transfer screening standards, unify the academic review procedures, ensure fair, transparent and standardized transfer arrangement for all qualified affected students, and fully safeguard students’ legitimate right to education, APSB hereby officially releases theTransfer Qualification Verification and Academic Review Process for all eligible affected Ghanaian students. All relevant reviews, assessments and admission arrangements shall be implemented strictly in accordance with the following provisions.

1. Eligibility Criteria for Transfer Application

Only students who meet all the following conditions are qualified to apply for inter-university transfer arranged by APSB:

(1) The applicant is a formally enrolled, valid-status Master’s or Doctoral student of The Asia Pacific School of Business;

(2) The student is a Ghanaian national and has been directly affected by COSBA’s irregular fees, delayed graduation, false propaganda, threat behaviors or service default;

(3) The student has completed normal course registration, paid relevant academic fees in good faith, and has no academic misconduct, no disciplinary record, and no violation of school regulations;

(4) The student has completed at least one stage of academic study and possesses valid academic transcripts, course completion records and student status files verifiable by APSB official system;

(5) The student voluntarily applies for transfer arrangement and completes the payment of the official APSB transfer application processing fee in accordance with published regulations.

Note: This transfer channel is exclusively opened for affected Ghanaian students. No external or non-qualified students are eligible for this special transfer arrangement.

2. Definition of Transfer Application Fee

All applicants must complete the official transfer processing payment via the designated APSB PayPal channel. The official subtotal application fee is $272.00 USD, with applicable handling fee and tax. The total official payable amount is $296.04 USD.

This one-time processing fee covers transfer application review, document verification, academic transcript sorting, file translation, document notarization and authentication, academic credit conversion, and other administrative miscellaneous service fees. This processing fee does NOT include the official tuition fee of the receiving university.

Consistent with APSB’s original educational mission of providing affordable higher education for low-income groups, the tuition standard for student transfer will remain highly accessible: the maximum transfer tuition for Master’s programs will not exceed $1,100 USD per academic year, and the maximum tuition for Doctoral programs will not exceed $1,800 USD per academic year. Students who apply for joint dual-degree programs under new student admission status will also enjoy controllable, acceptable and fully affordable tuition arrangements.

Tuition payment methods and information will be listed in official documents and distributed to affected students.

3. Official Academic Review Procedure

APSB will launch a special one-stop academic review working group for affected Ghanaian students, consisting of members from the Academic Committee, Degree Committee, Graduate Management Office, Student Welfare Affairs Office and International Academic Cooperation Office. The full review process is divided into four standardized stages, with open, fair and traceable auditing standards.

Stage One: Student Qualification Preliminary Verification

The working group will verify the student’s official enrollment status, registration validity, academic standing, disciplinary record, payment record and COSBA-related impact facts. Qualified applicants will enter the formal academic review queue; unqualified applicants will receive official written feedback with specific reasons for ineligibility.

Stage Two: Academic File Sorting and Credit Evaluation

The office will systematically sort all student academic materials, including course completion records, assessment results, credit hours, thesis progress and official student status archives. All completed credits will be professionally evaluated, converted and standardized to meet the admission requirements of cooperative receiving universities. All documents will be translated, authenticated and notarized officially.

Stage Three: Receiving University Official Review

At present, two designated qualified universities have confirmed admission willingness for APSB affected student transfer. After APSB completes internal academic verification and file arrangement, all qualified student application dossiers will be officially submitted to the receiving universities for final review, admission assessment and academic recognition confirmation.

Stage Four: Final Result Announcement and Transfer Confirmation

After the receiving universities complete their final review, APSB will summarize the official admission list and formally notify each student of the final transfer result, follow-up admission procedures, tuition payment standards and registration arrangements. All final results are subject to the official review conclusion of the receiving universities and APSB academic records.

4. Administrative Requirements for Students

(1) All eligible students shall complete the transfer application fee payment as soon as possible to ensure timely file sorting, academic verification and institutional submission;

(2) Students must truthfully submit academic materials and personal information. Any falsification, concealment or fraudulent declaration will result in immediate disqualification of transfer application;

(3) Students shall keep the payment voucher properly for official file verification and record archiving;

(4) During the review period, students shall maintain smooth communication and actively cooperate with school academic review work.

5. Supplementary Provisions

This special transfer qualification recognition and academic review mechanism is launched exclusively for Ghanaian students affected by COSBA’s irregular and illegal operations, aiming to fully protect students’ academic progress and legitimate educational rights, eliminate the negative impact caused by COSBA’s misconduct, and ensure that every affected student can obtain fair and continuous higher education opportunities.

APSB will continue to uphold the educational philosophy of equity, public welfare and affordability, and strictly control subsequent tuition standards to avoid excessive economic burden on low-income international students.

This official guideline shall be interpreted and supervised by the International Academic Cooperation Office of The Asia Pacific School of Business.

Notice: The submission materials include, but are not limited to: a scanned copy of the full valid passport (with a remaining validity period of no less than 3 years), scanned copies of previous academic degree certificates and academic transcripts, digital 2-inch white-background bare-head ID photos, current official academic transcripts, attendance records, and valid payment vouchers.
