Decision on Establishing the "Supervisor of Education" Position and Appointing the First Incumbent

Colleges (Departments), Campuses, Permanent Overseas Offices, and the Affiliated Senior High School (Shenzhen) of The Asia Pacific School of Business (APSB):

To thoroughly implement China's "Belt and Road" Initiative, consolidate the high-quality development foundation of education in the Guangdong-Hong Kong-Macao Greater Bay Area, and ensure the standardized operation and sustainable advancement of the Affiliated Senior High School (Shenzhen) of APSB (hereinafter referred to as the "Affiliated High School"), in accordance with the strategic layout of APSB's educational ecology and the provisions of the Regulations on Education Supervision and the Interim Measures for the Administration of Education Supervisors, after in-depth research, scientific demonstration, and joint approval by the Board of Trustees and the Supervisory Board of APSB, it is hereby decided to establish the full-time "Supervisor of Education" position directly under the dual leadership of the APSB Board of Trustees and Supervisory Board. This decision aims to strengthen the supervision and guidance of the Affiliated High School's school-running activities, safeguard the quality of education in line with international standards, and promote the realization of the integrated international talent training goal.

I. Significance of Establishing the Supervisor of Education Position

The establishment of the Supervisor of Education position is a crucial measure to implement APSB's educational supervision system and improve the governance capacity of the Affiliated High School. It bears profound strategic significance and practical value in multiple dimensions:

Firstly, it is an inherent requirement to safeguard the implementation of national education strategies. The Affiliated High School, as an important link in APSB's extension of the educational chain and improvement of the educational ecology, shoulders the mission of cultivating international talents with national feelings and global perspectives. The Supervisor of Education will supervise the school's adherence to the development orientation of "rooted in national culture and committed to internationalization", ensuring that all school-running activities are closely aligned with the national strategy of educational internationalization and the high-quality development needs of the Greater Bay Area, and effectively translating APSB's philosophy of "serving the great rejuvenation of the Chinese nation" into practical actions.

Secondly, it is a core guarantee for maintaining international educational quality standards. APSB has gained extensive recognition in the international education community through accreditations from authoritative organizations such as IACBE, ACBSP, and AMBA&BGA, and memberships in international bodies including UNESCO and AUAP. The Supervisor of Education will conduct specialized supervision on the Affiliated High School's curriculum implementation (especially the "3+1" curriculum system and IB Diploma Programme), teaching quality control, and talent training standards, ensuring that the school's educational quality is consistent with APSB's international standards and the admission requirements of world-renowned universities such as Oxford, Cambridge, Harvard, and Yale.

Thirdly, it is a key support for promoting characteristic and standardized school-running. The Affiliated High School has established distinctive programs including Art Classes, Multilingual Foreign Language Classes, Science and Technology Classes, and IB Program Special Classes, and integrates excellent traditional Chinese culture into its curriculum system. The Supervisor of Education will supervise the deepening of these characteristic courses, the construction of the teaching staff, and the refinement of curriculum management, promoting the school to form a differentiated development advantage while complying with relevant national education regulations, and helping build a well-recognized school-running brand.

Fourthly, it is an important safeguard for optimizing campus governance and service guarantees. The Supervisor of Education will conduct comprehensive supervision on the Affiliated High School's campus safety (including facilities, food, and fire protection), logistics services, student accommodation and catering, and mental health services, ensuring the implementation of the "student-oriented" philosophy and the creation of a safe, comfortable, and warm campus environment, thereby improving the satisfaction of teachers and students and social recognition.

II. Leadership System and Independence of the Supervisor of Education

To ensure the authority, objectivity, and effectiveness of educational supervision, the Supervisor of Education shall be directly led by the APSB Board of Trustees and Supervisory Board, and shall operate independently without being subject to the jurisdiction or interference of the Affiliated High School's administrative team (including the principal, vice principals, and department directors).

The specific leadership and management mechanisms are as follows:

1.      The appointment, assessment, and dismissal of the Supervisor of Education shall be jointly decided by the APSB Board of Trustees and Supervisory Board, and the Affiliated High School shall have no right to intervene in relevant procedures;

2.      The Supervisor of Education shall report work directly to the APSB Board of Trustees and Supervisory Board, submit regular supervision reports and special reports on key issues, and provide independent opinions and suggestions without being restricted by the Affiliated High School's internal management system;

3.      In the process of performing supervision duties, the Supervisor of Education shall have the right to inspect the school's teaching management files, curriculum implementation records, teacher evaluation materials, and financial expenditure related to education and teaching, and conduct random inspections of classrooms, laboratories, libraries, dormitories, canteens, and other places. The Affiliated High School's administrative team and relevant departments must fully cooperate and shall not refuse, obstruct, or conceal relevant information;

4.      The Supervisor of Education shall exercise supervision in accordance with laws, regulations, and APSB's school-running charter, and shall not participate in the Affiliated High School's daily administrative management work to avoid conflicts of interest affecting the impartiality of supervision.

III. Appointment of the First Supervisor of Education

Pursuant to the provisions of the Regulations on Education Supervision and the Interim Measures for the Administration of Education Supervisors, and after strict qualification review, ability assessment, and joint deliberation by the APSB Board of Trustees and Supervisory Board, Dr. Zhang Jie is hereby appointed as the first Supervisor of Education of the Affiliated Senior High School (Shenzhen) of The Asia Pacific School of Business. The appointment shall take effect as of the date of issuance of this Decision, with a term of three years (subject to re-appointment assessment upon expiration).

Dr. Zhang Jie has profound academic attainments and rich educational management experience in the field of international education. He holds a doctoral degree in Education from a world-renowned university, has long been engaged in educational supervision, curriculum research, and international talent training work, and is familiar with the operation standards of international education programs such as the IB Diploma Programme and the relevant policies and regulations of Chinese basic education. He has in-depth insights into the integration of traditional Chinese culture education and international courses, and has a good track record in promoting educational quality improvement and standardized school-running. His appointment will effectively strengthen the professional supervision of the Affiliated High School and provide strong support for the school's high-quality development.

IV. Core Duties and Work Requirements of the Supervisor of Education

During the term of office, Dr. Zhang Jie shall perform the following core duties in accordance with laws, regulations, and the requirements of APSB's Board of Trustees and Supervisory Board:

1.      Supervise the implementation of national education policies and APSB's educational strategies by the Affiliated High School, focusing on inspecting the school's adherence to the fundamental task of "fostering virtue through education" and the implementation of the development orientation of "establishing the school with characteristics, strengthening the school with quality, and prospering the school with internationalization";

2.      Supervise the quality of education and teaching, including the implementation of the "3+1" curriculum system, the teaching effect of characteristic courses (art, multilingualism, science and technology, etc.), the teaching quality of the IB Diploma Programme, the construction of the teaching staff (including the professional ethics, academic qualifications, and teaching capabilities of teachers), and the effectiveness of teacher training and professional development;

3.      Supervise the school's student management and talent training, including the implementation of personalized growth plans for students, the effectiveness of international talent training channels, the integration of traditional Chinese culture education, and the cultivation of students' national cultural confidence and international literacy;

4.      Supervise the school's compliance with regulations and standardized operation, including the use of educational funds, the management of teaching facilities and equipment, the implementation of campus safety responsibilities, and the standardization of logistics services (accommodation, catering, mental health, etc.);

5.      Conduct regular evaluations of the Affiliated High School's school-running performance, put forward targeted rectification opinions and improvement suggestions for existing problems, track and supervise the implementation of rectification measures, and submit supervision reports to the APSB Board of Trustees and Supervisory Board on a quarterly basis;

6.      Coordinate and communicate with the APSB Board of Trustees, Supervisory Board, and the Affiliated High School's administrative team, feed back the opinions and demands of teachers and students in a timely manner, and promote the resolution of key and difficult issues in the school's development;

7.      Complete other supervision tasks assigned by the APSB Board of Trustees and Supervisory Board.

In the performance of duties, Dr. Zhang Jie shall adhere to the principles of objectivity, impartiality, professionalism, and efficiency, abide by relevant national laws, regulations, and APSB's rules and regulations, maintain the authority of educational supervision, and strictly protect the school's legitimate rights and interests and the privacy of teachers and students. He shall conduct supervision work in a standardized manner, avoid arbitrary law enforcement, and ensure that all supervision activities are based on facts and supported by evidence.

V. Work Requirements for Relevant Entities

1.      The Affiliated High School's administrative team and all teaching and administrative staff shall attach great importance to the work of the Supervisor of Education, fully recognize the significance of educational supervision, actively cooperate with the Supervisor of Education in carrying out inspections, investigations, and evaluations, and promptly rectify the problems pointed out in the supervision opinions to ensure the effective implementation of supervision work;

2.      All relevant departments of APSB shall provide necessary support and guarantee for the Supervisor of Education in performing their duties, including providing relevant policy documents, educational resources, and information support, and coordinating the solution of difficulties encountered in the supervision work;

3.      The APSB Board of Trustees and Supervisory Board shall establish a regular communication mechanism with the Supervisor of Education, listen to work reports in a timely manner, study and solve major issues in the supervision work, and ensure the smooth progress of educational supervision.

This Decision shall come into force as of the date of issuance. All relevant entities shall strictly implement the provisions of this Decision and jointly promote the Affiliated High School to build a benchmark for characteristic international education in Shenzhen and the Guangdong-Hong Kong-Macao Greater Bay Area.
