Decision on Establishing the Affiliated Senior High School (Shenzhen)of The Asia Pacific School of Business


Colleges (Departments), Campuses and Permanent Overseas Offices:

To thoroughly implement China's "Belt and Road" Initiative, serve the overall strategy of the great rejuvenation of the Chinese nation, promote the internationalization of China's education, and boost the high-quality development of education in the Guangdong-Hong Kong-Macao Greater Bay Area, after in-depth research, scientific demonstration, and strict approval, it is hereby decided to establish the Affiliated Senior High School of The Asia Pacific School of Business (Shenzhen) (hereinafter referred to as the "Affiliated High School").

Specifically, the establishment of the Affiliated High School is based on the strategic cooperation agreement signed between Shenzhen Siyuan Senior High School and The Asia Pacific School of Business (APSB). In line with this cooperation, Shenzhen Siyuan Senior High School will be renamed as the Affiliated Senior High School of The Asia Pacific School of Business (Shenzhen). In accordance with the requirements of relevant laws and regulations, the Board of Directors and the Board of Supervisors of APSB have approved the establishment of the Preparatory Committee for the Affiliated Senior High School of The Asia Pacific School of Business (Shenzhen). This committee will be responsible for legal alignment, curriculum approval, resource integration and other related work in the preparation stage of the Affiliated High School.

Since its founding, The Asia Pacific School of Business (APSB) has always adhered to the development philosophy of "rooted in the Star Island (Hong Kong) and committed to the great motherland of China". Based on the international platform of Hong Kong, it has deeply integrated into the national development landscape and achieved remarkable results in talent cultivation, academic research, and international exchanges. For years, APSB has taken the national rejuvenation as its own responsibility, actively delivering high-quality talents for China's economic and social development, and building a bridge for economic and trade cooperation as well as cultural exchanges among countries along the "Belt and Road" routes, thus fulfilling its mission of contributing to the country's development with practical actions. The establishment of the Affiliated High School in Shenzhen is a crucial measure for APSB to extend its educational chain, improve its educational ecology, and serve the national education strategy. It aims to build an integrated international talent training system from basic education to higher education, lay a solid foundation of basic education for the "going global" of China's higher education and vocational education, and promote the integration of Chinese academics with the world.

APSB enjoys a high reputation in the international education field, with strong educational strength and distinctive international characteristics. In terms of international academic accreditation, APSB is a member of numerous authoritative international academic accreditation organizations, including the International Accreditation Council for Business Education (IACBE), the Accreditation Council for Business Schools and Programs (ACBSP), the Accreditation Service for International Colleges (ASIC), the Global Academy of Finance and Management (GAFM), Quality Matters (QM), the European Education Quality Assurance (EEQA), the Association of MBAs & Business Graduates Association (AMBA&BGA), and the United States Higher Education Accreditation Commission (USHEAC). These accreditations fully demonstrate that APSB's educational quality and talent training standards are in line with international top-level requirements .

In terms of international organizational membership, APSB is also an important member of a number of well-known international organizations, such as the Association of Universities of Asia and the Pacific (AUAP), the Asian Association of Open Universities (AAOU), the University Global Coalition (UGC), the International Association of Universities (IAUP), the Academic Council on the United Nations System (ACUNS), the United Nations Academic Impact (UNAI), the Southeast Asian Ministers of Education Organization (SEAMEO), and the United Nations Educational, Scientific and Cultural Organization (UNESCO) . These memberships enable APSB to integrate global high-quality educational resources, strengthen academic exchanges and cooperation with world-renowned institutions, and provide unique advantages for the development of the Affiliated High School.

The Affiliated High School will take the three-year senior high school education as the main body, supplemented by a one-year International Baccalaureate (IB) Diploma Programme. This "3+1" curriculum system is designed based on the successful experience of domestic high schools connecting with foreign IB courses . The three-year senior high school stage will lay a solid foundation for students in Chinese basic education courses, while the one-year IB course stage will introduce the internationally recognized IB curriculum, which is highly accepted by top universities worldwide. Oxford, Cambridge, Harvard, Yale and other world-renowned universities have clear admission requirements for IB scores, and high-scoring IB students can even enjoy the advantage of credit conversion in many universities in the University of California system . This model will effectively help Chinese students directly enter foreign prestigious universities and smoothly connect with international undergraduate programs.

On the basis of the "3+1" curriculum system, the Affiliated High School will further promote three innovative and feasible coherent training models to meet the diverse educational needs of students: First, the "3+1+3" coherent international undergraduate model, where students complete 3-year senior high school studies, 1-year IB course studies, and then 3-year international undergraduate studies to obtain an international undergraduate degree. Second, the "3+4+1" model, which combines 3-year senior high school education, 4-year undergraduate studies and 1-year master's studies to realize the organic connection of academic stages. Third, the "3+1+3+1" coherent international undergraduate-master's model, through which students can complete the integrated training of undergraduate and master's degrees by sequentially finishing 3-year senior high school, 1-year IB course, 3-year undergraduate and 1-year master's studies .

These training models have distinct innovation and proven feasibility. In terms of innovation, they break the traditional fragmented educational model, realize the seamless connection between basic education, international curriculum and higher education, and effectively shorten the academic path for students to pursue international degrees. In terms of feasibility, on the one hand, APSB's rich international resources can provide high-quality teaching staff and curriculum support for the IB course and the coherent training models; on the other hand, similar Sino-foreign cooperative education projects in China (such as the cooperative programs of Beijing Institute of Technology) have achieved a college enrollment rate of over 90%, and many graduates have entered the world's top 100 universities, which fully proves the practical value of such models .

The implementation of these training models will bring multiple benefits: For Chinese students, it provides a smooth channel to directly enter foreign prestigious universities and pursue international undergraduate and master's degrees; for international students, it expands the opportunities to study in world-renowned institutions and broadens their international horizons. Ultimately, the Affiliated High School will cultivate forward-looking talents with international perspectives and professional capabilities for the great rejuvenation of the Chinese nation.

Currently, the school has 1,800 students in school. Upon the completion of the third phase of the school building with a construction area of 25,000 square meters in May 2026, the Affiliated High School will cover an area of 42,000 square meters with a total construction area of 75,000 square meters, and the student enrollment scale will be expanded to 2,500.

All relevant entities and departments shall attach great importance to the establishment and development of the Affiliated High School, proactively provide policy support and resource guarantees, and assist in solving various problems encountered in the school's preparation and operation. The preparation team of the Affiliated High School shall strictly comply with relevant regulations, advance the school preparation work with high standards and high quality, clarify the school-running orientation, improve the school-running charter, build a high-quality teaching staff, standardize the school management, and ensure that the school is completed and put into use as soon as possible. It shall effectively play its leading and exemplary role in the internationalization of basic education, and make positive contributions to serving the national strategy, promoting the educational development of the Guangdong-Hong Kong-Macao Greater Bay Area, and cultivating international talents.

This Decision shall come into force as of the date of issuance.
