Measures for the Qualification Recognition of Inter-University Transfer Students

Amended in accordance with [2015] (T) Appraisal No. 032. This amendment was reviewed and revised on 22 March 2023 by the Board of Trustees, the Academic Committee and the Academic Ethics and
Moral Review Committee, and was submitted to and approved by the Board of Trustees and Supervisory Board (Bureau) on 27 March 2023, and is now in effect.
The original [2015] (T) Appraisal No. 032 is immediately repealed from the date of this announcement.
Chapter I General Provisions
Article 1 In order to standardize the qualification management of inter-university transfer students, maintain the fairness and impartiality of higher education, protect the legitimate rights and interests of students and the normal teaching order of schools, these Measures are formulated in accordance with the Provisions on the Administration of Students in Regular Institutions of Higher Education (Order No. 41 of the Ministry of Education), the Official Guidelines of the European Credit Transfer and Accumulation System (ECTS), the General Principles for the Authentication of International Academic Degrees and Diplomas, and the requirements of the relevant administrative departments of education, combined with the actual inter-institutional educational operations.
Article 2 These Measures shall apply to the qualification recognition work for students transferring into or out of domestic and foreign regular institutions of higher education (including undergraduate and postgraduate stages), covering core links such as student status verification, grade conversion, credit recognition, and qualification verification. They shall also apply to the situation where students, whose original university or college has had its degree-awarding authority formally revoked by the provincial or higher-level administrative department of education (hereinafter referred to as "original institution having its degree-awarding authority revoked") and who have completed the relevant academic studies but cannot obtain a degree from the original institution, transfer into our university to apply for completing their studies and obtaining a degree.
Article 3 The qualification recognition for inter-university transfer shall abide by the following principles:
(1) Principle of fairness and impartiality: Conduct recognition in strict accordance with statutory conditions and standardized procedures, ensure the whole process is open and transparent, and keep records of the verification process;
(2) Principle of academic equivalence: Refer to the training standards of the receiving institution to conduct equivalent evaluation on the credits, teaching content, assessment standards and grade levels of the courses previously taken;
(3) Principle of classified recognition: Implement differentiated qualification standards by distinguishing between domestic and international transfers, undergraduate and postgraduate students, and regular transfers and special transfers due to "original institution having its degree-awarding authority revoked";
(4) Principle of rights and interests protection: For students whose original institution has had its degree-awarding authority revoked, give priority to protecting their right to complete studies and obtain degrees on the premise of meeting academic standards, and simplify necessary procedures;
(5) Principle of international adaptation: Cover authoritative domestic and foreign institutions for academic authentication channels, make course recognition compatible with international general literacy course standards, and connect with the talent training requirements of global higher education.
Chapter II Qualification Recognition Conditions
Article 4 Students applying for transfer shall meet the following basic conditions:
(1) Student status requirement: Have completed at least one semester of studies at the original institution (excluding the period of suspension or retention of student status), have a normal student status, and have not entered the final year of studies (including the final academic year for postgraduates);
(2) Reasons for transfer: Due to health problems (need to provide a diagnosis certificate issued by a Grade II Class A or higher hospital within the past 6 months), special family difficulties (need to provide a certificate issued by the street office/township government at the place of household registration), academic development needs (need to provide a letter of recommendation from the person in charge of the major at the original institution and a statement on the compatibility with the major to be transferred into), or the original university/college having its degree-awarding authority formally revoked by the provincial or higher-level administrative department of education (hereinafter referred to as "original institution having its degree-awarding authority revoked"), and the relevant major of the receiving institution has remaining enrollment quotas;
(3) Academic performance requirements:
1. Undergraduate students: The college entrance examination score shall not be lower than the admission score of the relevant major of the receiving institution in the same student source area in the corresponding year (based on the archived data of the provincial education examination authority). The academic performance at the original institution shall meet any of the following conditions:
o Domestic institutions of higher education: Average score of 70 or above in the percentage system, or average score of "Medium" or above in the five-level system (Excellent/Good/Medium/Pass/Fail), or average score of "C" or above in the four-level system (A/B/C/D);
o International institutions of higher education: GPA (4.0 scale) of 2.5 or above, or ECTS grade of "C" or above (corresponding to 60-69 points in the percentage system);
o Students with original institution having its degree-awarding authority revoked: Need to provide the official document of the original institution having its degree-awarding authority revoked (announcement of the provincial or higher-level administrative department of education), the "certificate of completed academic studies" issued by the original institution (including the list of courses taken, credits, and grades), and the proportion of completed credits in the total graduation credits of the original major shall be ≥ 60% (for undergraduates) or ≥ 50% (for postgraduates);
0. Postgraduate students:
o Master's students: The admission standard of the major at the original institution shall not be lower than that of the receiving institution, and the academic GPA (4.0 scale) at the original institution shall be ≥ 3.0, or have published 1 academic paper as the first author included in the Web of Science Core Collection (CSSCI/SSCI/SCI) with a journal impact factor of ≥ 1.0;
o Doctoral students: The academic GPA (4.0 scale) at the original institution shall be ≥ 3.3, or have published 2 or more academic papers as the first author included in the Web of Science Core Collection in the relevant field (at least 1 paper with a journal impact factor of ≥ 2.0);
o Postgraduate students with original institution having its degree-awarding authority revoked: In addition to meeting the above academic performance requirements, they shall additionally provide the certificate of scientific research progress from the original institution (such as the master's thesis proposal, the doctoral mid-term assessment result), and the academic committee of the receiving institution shall evaluate the continuity of their scientific research work;
(4) Academic authentication and language requirements:
0. Domestic students (including those from Hong Kong, Macao and Taiwan regions):
o Transfer between mainland institutions of higher education: Need to provide the online verification report of student status (searchable on the China Higher Education Student Information Network - CHSI);
o Transfer from institutions of higher education in Hong Kong, Macao and Taiwan regions: Need to provide the "Certificate of Authentication of Academic Degrees and Diplomas from Hong Kong, Macao and Taiwan Regions" issued by the Hong Kong, Macao and Taiwan Affairs Office of the Ministry of Education, or the academic authentication report issued by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ), the Macao Higher Education Bureau (GAES), or the "Ministry of Education" of Taiwan region;
o Students from Sino-foreign cooperative education programs: Need to provide the record certification of the Sino-foreign Cooperative Education Supervision Information Platform of the Ministry of Education and the academic authentication report issued by the project sponsor;
0. International students:
o Academic authentication: Need to submit the academic degree report of the original institution authenticated by any of the following authoritative institutions: ① China Service Center for Scholarly Exchange (CSCSE); ② National Academic Recognition Information Centres (NARIC) of various countries in the EU (such as UK NARIC in the United Kingdom, ZAIBATZ in Germany); ③ World Education Services (WES) and Educational Credential Evaluators (ECE) in the United States; ④ Certification institutions of the Australian Qualifications Framework (AQF); ⑤ WES Canada and International Credential Assessment Service (ICAS) in Canada; ⑥ Quality Assurance Agency for Higher Education (QAA) in the United Kingdom;
o Language proficiency: Students from non-English-speaking countries shall provide an IELTS (Academic) score of ≥ 6.0 (with no sub-score lower than 5.5), a TOEFL (iBT) score of ≥ 80 (with no sub-score lower than 20), or a PTE Academic score of ≥ 50, or an official language proficiency exemption certificate issued by the original institution (specifying that the teaching language is English); Students whose native language is not English and whose teaching language is another language shall provide a Hanyu Shuiping Kaoshi (HSK) score of ≥ Level 5 (for majors taught in Chinese) or a foreign language proficiency certificate recognized by the receiving institution;
(5) No disciplinary record: No disciplinary punishment of warning or above during the study at the original institution, and not in the state of suspension, retention of admission qualification or proposed expulsion.
Article 5 Students shall not be recognized for transfer qualification under any of the following circumstances:
(1) Transferring from a lower academic level (such as junior college) to a higher academic level (such as undergraduate);
(2) Admitted through special types of enrollment such as targeted employment, ethnic minority preparatory courses, national special programs, and local special programs;
(3) The original institution has made a decision of expulsion or intends to impose a disciplinary punishment of expulsion;
(4) Core practical links such as graduation internship and graduation thesis (design) are not completed at the receiving institution (except for remote internship programs specially approved by the academic committee of the institution);
(5) Providing false materials (such as forged transcripts, academic certificates, scientific research achievements) or concealing important information (such as disciplinary records, suspension experience);
(6) The academic performance at the original institution does not meet the minimum standards specified in Paragraph 3 of Article 4 of these Measures, and there is no special explanatory material;
(7) Students with original institution having its degree-awarding authority revoked fail to provide the official document of the original institution having its degree-awarding authority revoked issued by the provincial or higher-level administrative department of education, or the proportion of completed credits is lower than the proportion specified in Items 1 and 2 of Paragraph 3 of Article 4 of these Measures;
(8) The academic authentication report is not issued by the authoritative institutions listed in Paragraph 4 of Article 4 of these Measures, or the authentication content is inconsistent with the student status information of the original institution.
Chapter III Standards for Grade and Credit Conversion
Article 6 Grade and credit conversion for domestic transfer students:
(1) Grade conversion rules (based on the percentage system of the receiving institution):

(2) Credit recognition conditions:
1. The nature of the courses previously taken (compulsory/elective), teaching content (knowledge point overlap rate ≥ 70%), and class hours (class hours of the original courses ≥ 90% of the class hours of the courses at the receiving institution) are consistent with those of the courses at the receiving institution;
0. The grades of the courses previously taken meet the passing standards of the receiving institution (≥ 60 points in the percentage system or equivalent grade);
0. Credit conversion ratio: Credits between domestic institutions of higher education are converted at a ratio of 1:1. If the original institution calculates credits according to the standard of "1 credit for theoretical courses = 16 class hours" and "1 credit for practical courses = 32 class hours", while the receiving institution adopts the standard of "1 credit for theoretical courses = 18 class hours" and "1 credit for practical courses = 36 class hours", the credits shall be converted according to the class hour ratio (for example, 1 theoretical credit of the original institution = 0.89 transfer credit of the receiving institution, with one decimal place reserved);
0. Special rules for credit recognition of students with original institution having its degree-awarding authority revoked:
o If there is no clear class hour standard for the courses of the original institution, the equivalent class hours may be calculated based on the "weekly teaching hours × number of weeks in the semester" in the course syllabus of the original institution, and the knowledge point overlap rate may be relaxed to ≥ 60% (subject to the approval of the academic committee of the receiving institution by vote, with the consent vote ratio ≥ 2/3);
o For the credits of practical courses such as graduation internship and course design that have been completed, if the internship unit certificate and achievement report issued by the original institution can be provided, the credits shall be directly recognized without additional supplementary courses.
Article 7 Grade and credit conversion for international transfer students (including ECTS system):
(1) Detailed rules for ECTS credit conversion:
1. Class hour correspondence standard: Strictly in accordance with the ECTS Official Guidelines, 1 ECTS credit corresponds to 25-30 class hours (including classroom teaching, after-class assignments, and practical links). The receiving institution converts ECTS credits at a ratio of "1 ECTS = 0.8 domestic credits" (for example, 30 ECTS can be converted into 24 domestic credits);
0. Conversion between ECTS grades and the percentage system of the receiving institution:

0. ECTS adaptation in special regions:
o Institutions of higher education in EU member states: Need to provide the ECTS credit statement (Transcript of Records with ECTS) issued by the original institution, and the credits shall be converted directly according to the above standards;
o Institutions of higher education in non-EU regions that adopt the ECTS system: Need to additionally submit the ECTS implementation rules of the institution to confirm the class hour calculation method (such as whether internship class hours are included). The conversion ratio of ECTS credits for internship courses shall not exceed 30% of the total transfer credits;
(2) International GPA conversion standards (based on the 4.0 scale, subject to third-party authentication):

0. Requirements for recognition materials: Need to submit the course syllabus (including teaching objectives, module settings, and assessment methods), transcript, and course paper or practical report (signed and confirmed by the course instructor of the original institution);
0. Credit ceiling: The total credits recognized by international students through literacy courses shall not exceed 6 credits. For domestic transfer students who have not taken ideological and political courses at the original institution, they can make up the equivalent credits through such courses (up to 3 credits at most).
Article 8 Circumstances where grades and credits are not recognized:
(1) Incomplete grade certification materials: Transcripts without the seal of the academic affairs office of the original institution, grade reports without the indication of course names and credits, and documents in non-official languages (such as non-Chinese/English) without attached translations (translations shall be provided by notary offices or the authentication institutions listed in Paragraph 4 of Article 4 of these Measures);
(2) Expired grades: The grades of courses previously taken are more than 5 years old (calculated from the transfer application date) and there is no proof of continuous study (such as grades of subsequent relevant courses taken);
(3) Irregular credit sources: Credit certificates issued by non-regular institutions of higher education (such as vocational training schools, language schools), or credits of overseas institutions of higher education not filed with the national administrative department of education or authenticated by international authoritative institutions;
(4) Grades not meeting standards: The grades of courses previously taken are lower than the minimum passing line specified in Articles 6 and 7 of these Measures, or marked with "Passed after make-up exam" or "Passed after retaking" (additional explanation from the original institution is required, and only undergraduate students may be considered for recognition at discretion);
(5) Invalid credits of students with original institution having its degree-awarding authority revoked: Credits of courses that have been identified as "failed" by the original institution before its degree-awarding authority was revoked, or informal grade records without the signature of the instructor or the seal of the institution;
(6) Literacy courses that do not meet the credit requirements or have mismatched teaching content as specified in Paragraph 3 of Article 7 of these Measures.
Chapter IV Application and Recognition Procedures for Qualification
Article 9 Submission of application materials for transfer qualification:
(1) Basic materials:
1. Application Form for the Qualification Recognition of Inter-University Transfer Students (signed by the applicant and sealed by the academic affairs office of the original institution; if the original institution has been closed, a certification with the seal of the taking-over institution designated by the provincial administrative department of education shall be provided);
0. Student status certificate of the original institution (including admission time, major, and student status, with the indication of "no disciplinary record"; if the original institution has been closed, it shall be issued by the taking-over institution);
0. Official transcript of the original institution (including course names, credits, grades, and explanation of the grading system; international students shall attach the authentication report issued by the institutions listed in Paragraph 4 of Article 4 of these Measures; if the original institution has been closed, a copy of the transcript verified by the taking-over institution shall be provided);
0. Course compatibility explanation materials: Syllabi of the courses previously taken (including teaching objectives, teaching content, and assessment methods; international courses shall be attached with Chinese/English translations) and a comparison table of the training programs of the major to be transferred into (with the indication of course compatibility, and literacy courses shall be separately explained);
(2) Classified supplementary materials:
0. Domestic students:
o Transfer between mainland institutions of higher education: Online verification report of student status on CHSI, and a copy of the college entrance examination admission roster (sealed by the provincial education examination authority or the admission office of the original institution);
o Transfer from institutions of higher education in Hong Kong, Macao and Taiwan regions: Certificate of Authentication of Academic Degrees and Diplomas from Hong Kong, Macao and Taiwan Regions (issued by the Hong Kong, Macao and Taiwan Affairs Office of the Ministry of Education or local authoritative institutions), and a certificate of academic ranking (the original institution shall indicate the total number of students in the major and the applicant's ranking);
o Students from Sino-foreign cooperative education programs: Record certification of the Sino-foreign Cooperative Education Supervision Platform of the Ministry of Education, and the academic authentication report issued by the project sponsor;
0. International students:
o Academic authentication report (issued by the institutions listed in Paragraph 4 of Article 4 of these Measures, and valid within the validity period);
o Language proficiency certificate (IELTS/TOEFL/PTE/HSK, etc., with the validity period subject to the provisions of the examination institution);
o Financial proof (shall cover the tuition fees and living expenses for at least one academic year, with the amount not less than 1.5 times the tuition standard of the receiving institution in the current year);
0. Postgraduate students:
o Proof of scientific research achievements (for papers, attach the retrieval report, journal cover and table of contents; for patents, attach the copy of the patent certificate; the achievements shall be signed and confirmed by the supervisor of the original institution);
o Letter of recommendation from the supervisor of the original institution (explaining the academic ability, scientific research progress and rationality of transfer; international students shall attach a translation);
0. Students applying for transfer due to special reasons:
o Health problems: Diagnosis certificate issued by a Grade II Class A or higher hospital (including treatment suggestions and the conclusion of "not suitable for studying at the original institution");
o Family difficulties: "Certificate of special difficulties" issued by the street office/township government at the place of household registration and relevant supporting materials (such as low-income certificate, diagnosis certificate for major diseases);
o Students with original institution having its degree-awarding authority revoked: ① A copy of the official announcement of the original institution having its degree-awarding authority revoked issued by the provincial or higher-level administrative department of education (with official seal); ② "Statement on completed academic studies" issued by the original institution (or the taking-over institution) (including the proportion of completed credits, list of unfinished courses, and reasons for inability to award degrees); ③ If the original institution has been closed, provide supporting certification materials such as the tuition payment vouchers and copy of the student ID card during the study at the original institution;
(3) Submission time:
0. Domestic regular transfer students: Submit paper materials (1 original + 2 copies) and electronic materials (compressed package of scanned copies, named in the format of "Transfer - Name - Original Institution - Major") to the academic affairs office of the receiving institution within 2 weeks after the start of each semester;
0. Students with original institution having its degree-awarding authority revoked: Submit materials within 3 months from the date of the announcement of the original institution having its degree-awarding authority revoked, not restricted by the regular transfer semester (for example, during winter and summer vacations, electronic materials can be submitted through the "Special Transfer Channel" on the school's official website, and paper materials shall be supplemented within 1 week after the start of the semester);
0. International transfer students: Submit materials 1 month before the start of each semester (paper materials shall be verified by the Chinese embassy/consulate abroad or the authentication institutions listed in Paragraph 4 of Article 4 of these Measures, and electronic materials shall be uploaded to the system of the international cooperation office of the receiving institution simultaneously).
Article 10 Procedures for qualification verification and recognition:
(1) Preliminary verification of materials (priority given to students with original institution having its degree-awarding authority revoked and international students):
1. Domestic regular transfer: The academic affairs office (graduate office) of the receiving institution verifies the completeness of materials, compliance of academic performance, and validity of academic authentication, and feeds back the Preliminary Verification Opinion Form within 3 working days;
0. Students with original institution having its degree-awarding authority revoked: The academic affairs office sets up a "special verification team" (including 1 specialist each in student status management, teaching evaluation, and student work), completes the verification of the completeness of materials within 2 working days, focuses on confirming the authenticity of the document on the original institution having its degree-awarding authority revoked, the validity of completed credits, and the compliance of academic authentication, and issues the Special Preliminary Verification Opinion Form;
0. International transfer: The international cooperation office of the institution first verifies the academic authentication (in accordance with the list in Paragraph 4 of Article 4 of these Measures) and the validity of the language proficiency certificate, then transfers the materials to the academic affairs office for verifying the academic performance and course compatibility (literacy courses shall be marked separately), and feeds back the preliminary verification result within 5 working days;
(2) College evaluation (7 working days):
0. Establishment of an evaluation team: The college to which the student intends to transfer shall form an evaluation team composed of 3 or more teachers with the professional title of associate professor or above, one of whom shall be the person in charge of the major; For students with original institution having its degree-awarding authority revoked and international students, the evaluation team shall additionally include 1 member of the academic committee of the institution (familiar with international education standards);
0. Evaluation content:
o Course compatibility: Check the overlap rate of the teaching content of each course previously taken against the training program of the major to be transferred into (the overlap rate may be relaxed to ≥ 60% for students with original institution having its degree-awarding authority revoked, and it shall be confirmed whether the literacy courses meet the requirements of Paragraph 3 of Article 7 of these Measures), and form the Course Compatibility Evaluation Form (signed for confirmation);
o Academic ability evaluation: Undergraduate students shall take a written test (covering 2-3 core basic courses) or an interview; Postgraduate students shall take an academic interview (assessing scientific research ability and compatibility with the major to be transferred into); International students shall take an additional test of professional English (or the corresponding teaching language) and an assessment of cross-cultural adaptability; The assessment for students with original institution having its degree-awarding authority revoked may be simplified (such as only conducting an interview to evaluate the ability of academic connection, without a written test);
o Additional evaluation for international students: Members of the academic committee shall issue a special opinion on the "authenticity of academic authentication" and "equivalence of literacy courses";
0. Result determination: The evaluation team forms an opinion by vote (with the consent vote ratio ≥ 2/3) and issues the College Qualification Evaluation Report;
(3) University-level approval (shortened to 7 working days for students with original institution having its degree-awarding authority revoked):
0. Summary of materials by the academic affairs office: Collect various opinion forms, evaluation forms and application materials, mark the materials of students with original institution having its degree-awarding authority revoked and international students as "priority approval", and attach a special explanation on the recognition of literacy courses;
0. Deliberation by the university president's office meeting: Regular transfers shall be submitted as regular agenda items of the university president's office meeting; Students with original institution having its degree-awarding authority revoked and international students may be submitted as "temporary agenda items", with focus on deliberating on the "feasibility of academic connection", "path to meet graduation requirements", and "adaptability of international courses";
0. Public notice: The list of students approved for transfer shall be publicly notified on the official website of the institution for 5 working days (students with original institution having its degree-awarding authority revoked shall be marked as "Special Transfer - Original Institution Having Degree-Awarding Authority Revoked", international students as "International Transfer", and the recognized credits of literacy courses shall be publicly notified simultaneously);
(4) Qualification confirmation and filing (15 working days):
0. Domestic transfer: Regular transfers shall be filed in accordance with the procedures for in-province/cross-province transfers; Students with original institution having its degree-awarding authority revoked shall be uniformly filed by the academic affairs office with the provincial administrative department of education for "special student status change", and shall additionally submit the announcement of the original institution having its degree-awarding authority revoked, the statement on the student's academic studies, and the academic authentication report; Students from Hong Kong, Macao and Taiwan regions shall be simultaneously filed with the Hong Kong, Macao and Taiwan Affairs Office of the Ministry of Education;
0. International transfer: The international cooperation office of the institution shall handle the filing with the provincial administrative department of education and the China Scholarship Council (CSC), and shall additionally submit copies of the academic authentication report and language proficiency certificate; The recognition result of literacy courses shall be included in the filing materials.
Article 11 Procedures for the recognition of transfer-out qualification:
(1) Student application: Submit the Application Form for Inter-University Transfer-Out Qualification, a copy of the Qualification Confirmation Notice issued by the receiving institution, and a personal transfer application to the academic affairs office of the original institution; If the original institution has had its degree-awarding authority revoked and been closed, submit the application to the taking-over institution designated by the provincial administrative department of education; International students shall additionally submit the admission notice of the receiving institution and the statement on the demand for academic authentication;
(2) Verification by the original institution (or taking-over institution) (7 working days): Verify the student status, academic performance, and disciplinary records; For international students, confirm the completeness of the academic authentication materials; For students with original institution having its degree-awarding authority revoked, focus on confirming the "status of completed academic studies"; After a 3-working-day public notice, issue the Certificate of Inter-University Transfer-Out Qualification;
(3) Filing and material transfer: Regular transfer-outs shall be filed in accordance with the procedures; The student status files of students with original institution having its degree-awarding authority revoked shall be sealed by the taking-over institution and sent to the receiving institution, with an attached "statement on the authenticity of the files"; The original academic authentication materials of international students shall be transferred together after being signed and confirmed by the original institution.
Chapter V Special Provisions on Graduation Verification for Students with Original Institution Having Its Degree-Awarding Authority Revoked
Article 12 Connection of graduation requirements:
(1) Credit make-up: After transferring into the institution, students with original institution having its degree-awarding authority revoked shall take the remaining credits in accordance with the training program of the major of the receiving institution (recognized credits + make-up credits = total graduation credits). Make-up courses shall be given priority to be arranged as small-class courses or online courses (if the difference in knowledge points between the courses taken at the original institution and the courses at the receiving institution is ≤ 10%, an application for "course exemption" may be submitted, and only a "course connection report" of more than 3,000 words needs to be submitted to replace the make-up course);
(2) Requirements for core links:
1. Undergraduate students: The graduation thesis (design) shall be completed under the guidance of the supervisor of the receiving institution. The topic selection may be connected with the research already carried out at the original institution (need to provide the "statement on the continuation of the topic selection" signed by the supervisor of the original institution), and the defense standard shall be consistent with that of the on-campus students of the receiving institution;
0. Postgraduate students: The master's thesis proposal and doctoral mid-term assessment shall be re-examined by the academic committee of the receiving institution (with reference to the assessment results of the original institution). The scientific research achievements shall be re-retrieved and confirmed (papers published during the study at the original institution shall be marked with "completed the research related to the dissertation after transferring into XX Institution");
0. Literacy courses: The ideological and political courses or international literacy courses taken at the original institution shall be recognized for credits in accordance with Paragraph 3 of Article 7 of these Measures; The unfinished part shall be made up by taking literacy courses offered by the receiving institution (the total credits shall meet the requirements of the training program of the major to be transferred into, generally not less than 3 credits).
Article 13 Graduation verification procedures:
(1) Pre-verification: In the semester before the expected graduation, students with original institution having its degree-awarding authority revoked shall submit the Application Form for Pre-Verification of Graduation to the academic affairs office of the receiving institution, attached with the certificate of recognized credits, the transcript of make-up courses, and the recognition materials of literacy courses. The academic affairs office shall issue the Pre-Verification Opinion within 10 working days, specifying the materials or courses to be supplemented;
(2) Formal verification: After completing all graduation requirements, students shall submit materials in accordance with the regular graduation verification procedures of the receiving institution. The academic affairs office shall complete the verification within 15 working days (5 working days shorter than the regular verification), focusing on confirming the "compliance of the recognition of credits from the original institution", "compliance of the make-up courses", and "sufficiency of credits for literacy courses";
(3) Degree award: The degree award standard for students with original institution having its degree-awarding authority revoked shall be consistent with that of the on-campus students of the receiving institution. The "admission time" marked on the degree certificate shall be the admission time of the original institution. The "study duration" shall be calculated by combining the study time at the original institution and the study time at the receiving institution (for example, 2 years of study at the original institution + 2 years of study at the receiving institution, the study duration shall be marked as "4 years"), and the remarks column shall indicate "Transferred from XX Institution (original institution)"; For international students, the name and serial number of the academic authentication institution shall be simultaneously marked on the degree certificate.
Chapter VI Objection Handling and Supervision and Management
Article 14 Objection handling procedures:
(1) Raising an objection: If a student has an objection to the qualification recognition result (including failure in preliminary verification, failure in college evaluation, objection during public notice, and recognition result of literacy courses), he/she shall submit a written appeal to the academic affairs office of the receiving institution (international students to the international cooperation office) within 3 working days after being informed of the result (objections during public notice shall be submitted before the end of the public notice period), explaining the reasons for the objection and submitting relevant supplementary certification materials (such as supplementary explanation of the course syllabus, review opinion of the authentication institution);
(2) Objection review (5 working days):
1. Establishment of a review team by the institution: A review team shall be composed of the academic affairs office, the discipline inspection and supervision department, representatives of the college to which the student intends to transfer (not members of the original evaluation team), student representatives (1 on-campus student of the same grade), and international education experts (for objections of international students), with no less than 5 members;
0. Review methods: Review the original materials, interview members of the original evaluation team, contact the academic authentication institution for verification (if necessary), and organize supplementary evaluation (for objections to course compatibility), and form the Review Report on Objections to Qualification Recognition;
(3) Result feedback: The review team shall inform the student of the review result (maintaining the original result/modifying the result) in writing within 5 working days, and explain the review basis (such as the reply letter from the authentication institution, re-calculation result of course compatibility) at the same time. The review result shall be the final recognition opinion, and no further appeal for the same matter shall be accepted.
Article 15 Supervision and management measures:
(1) Whole-process supervision: The discipline inspection and supervision department of the institution shall supervise the whole process of qualification recognition, focusing on inspecting the compliance of material verification (especially the authenticity of academic authentication), college evaluation (calculation of course compatibility, recognition of literacy courses), and university-level approval, reviewing the verification records and meeting minutes, and accepting reports (setting up a supervision telephone and email, which shall be publicized on the official website of the institution);
(2) Responsibility investigation:
1. Student responsibility: Those who provide false materials (such as forged academic authentication reports, transcripts, scientific research achievements) or conceal information shall have their transfer qualification revoked; those who have already transferred in shall have their student status cancelled, and the original institution and relevant authentication institutions shall be notified; those who commit serious violations shall be recorded in the student integrity file, and their transfer applications shall not be accepted within 5 years;
0. Staff responsibility: Those who commit fraud, abuse their power, or engage in malpractice for personal gain during the verification process (such as arbitrarily lowering the academic authentication standards, illegally recognizing credits for literacy courses) shall be disciplined by the discipline inspection and supervision department in accordance with the rules and disciplines; those who constitute a crime shall be transferred to the judicial organ for handling;
0. College responsibility: If the evaluation team fails to conduct evaluation in accordance with the standards or issues a false evaluation report, it shall be ordered to re-conduct the evaluation, and the person in charge of the college shall be interviewed; if the circumstances are serious, the college's qualification to participate in the transfer qualification recognition work in the next academic year shall be cancelled;
(3) Dynamic review:
0. Within 1 month after the student enrolls, the receiving institution shall re-examine the student's academic performance at the original institution, academic authentication report, scientific research achievements, etc. (such as contacting the authentication institution to verify the authenticity of the report, retrieving the inclusion of papers);
0. The language proficiency certificates and academic authentication reports of international students shall be re-verified once per semester. If they are found to be expired or invalid, the students shall be ordered to supplement the materials within a time limit; those who fail to supplement the materials within the time limit shall be treated as suspended from school;
0. If a student is found to be ineligible after re-examination, his/her admission qualification shall be revoked, and he/she shall be treated as dropped out of school, and the matter shall be filed with the provincial administrative department of education.
Chapter VII Supplementary Provisions
Article 16 For the purposes of these Measures, "core courses" refer to the courses marked as "professional core courses" and "compulsory courses" in the training program of the major to be transferred into, which shall be subject to the annual training program issued by the academic affairs office of the institution; "core papers" refer to academic papers included in the Web of Science Core Collection, CSCD Core Database, and Peking University Core Journal Catalog; "authoritative academic authentication institutions" refer to the domestic and foreign institutions clearly listed in Paragraph 4 of Article 4 of these Measures, and their authentication validity shall be subject to the public notice of the Ministry of Education or the education administrative departments of the relevant countries/regions.
Article 17 For the qualification recognition of transfers in inter-institutional cooperation programs (such as "2+2" joint education programs, exchange student programs), special rules may be formulated with reference to these Measures, but shall not be lower than the minimum standards specified in these Measures (especially the standards for academic authentication and literacy course recognition). The special rules shall be filed with the academic affairs office and the international cooperation office of the institution before implementation.
Article 18 Each secondary college may, in accordance with these Measures and combined with the characteristics of the major, formulate the Implementation Rules for the Qualification Recognition of Inter-University Transfer Students for the Major, specifying the course compatibility standards (especially the calculation method of the knowledge point overlap rate of professional core courses), the academic ability evaluation methods, and the list of alternative literacy courses. However, the rules shall be examined and approved by the academic affairs office of the institution before implementation, and shall not conflict with these Measures.
Article 19 The "working days" mentioned in these Measures refer to the working days during the normal teaching period of the institution, excluding winter and summer vacations and statutory holidays. If a holiday falls within the period, the time limit shall be extended to the first working day after the end of the holiday; the review time limit for students with original institution having its degree-awarding authority revoked and international students shall not be extended due to winter and summer vacations (the special verification team shall complete the online verification during the vacation).
Article 20 These Measures shall come into force as of the date of issuance. The former Measures for the Recognition of Inter-University Transfer Students ([2015] (T) Appraisal No. 032) shall be repealed simultaneously; if any previous provisions of the institution are inconsistent with these Measures, these Measures shall prevail.
Article 21 These Measures shall be jointly interpreted by the academic affairs office (graduate office) and the international cooperation office of the institution. Specifically, the academic affairs office shall take the lead in the qualification recognition of domestic transfers (including students from Hong Kong, Macao and Taiwan regions), the international cooperation office shall take the lead in the qualification recognition of international transfers, and the "Special Student Status Management Office" of the academic affairs office shall be specifically responsible for the special recognition of students with original institution having its degree-awarding authority revoked and the formulation of recognition standards for literacy courses.
