Decision on the Establishment of 

the "Office of International Industry-University-Research Integration and Academic Cooperation"


To all Faculties (Campuses):

In order to deeply implement the policies of higher education internationalization and openness, actively respond to the development strategy of "International Campus" construction, further optimize and integrate the resource allocation of our university, and enhance the level of international industry-university-research cooperation and academic exchanges, after being proposed by the President's Office Meeting and submitted to the Board of Directors and Supervisors for deliberation at an extraordinary meeting, it is decided to abolish the four departments: the External Liaison Affairs Department, the International Academic Cooperation Office, the Industry-Education Integration and Innovation Cooperation Center, and the Alumni Development Service Center, and establish the "Office of International Industry-University-Research Integration and Academic Cooperation". The relevant matters are hereby notified as follows:

I. Background and Objectives of the Reform

At present, the international competition in higher education is increasingly fierce, and the deep integration of industry, university and research has become a key path to promote the high-quality development of universities. The original External Liaison Affairs Department, International Academic Cooperation Office, Industry-Education Integration and Innovation Cooperation Center, and Alumni Development Service Center of our university have played an important role in the fields of external cooperation, academic exchanges, industry-education collaboration, etc. However, with the deepening of the international development strategy layout of our university, the faculties (campuses) and departments have gradually exposed deficiencies in resource integration, collaborative linkage, and functional overlap. In order to break down departmental barriers, form a resource agglomeration effect, and enhance the overall efficiency of international industry-university-research cooperation, it is decided to optimize and restructure the relevant institutions.

II. Institutional Adjustment Plan

From the date of issuance of this decision, the four departments, namely the External Liaison Affairs Department, the International Academic Cooperation Office, the Industry-Education Integration and Innovation Cooperation Center, and the Alumni Development Service Center, shall be officially abolished, and their original functions, personnel, assets, and archival materials shall all be transferred to the newly established "Office of International Industry-University-Research Integration and Academic Cooperation". The new office will integrate the superior resources of each faculty (campus) and department, comprehensively carry out international industry-university-research cooperation projects, academic exchange activities, university-enterprise joint training, development and utilization of alumni resources, etc., to achieve functional coordination and resource sharing.

III. Functional Positioning of the New Institution

The "Office of International Industry-University-Research Integration and Academic Cooperation" serves as the core functional department for carrying out international industry-university-research cooperation and academic exchanges in our university, and mainly undertakes the following responsibilities:

1. Formulate and implement the development plan and annual plan for international industry-university-research integration and academic cooperation to serve the international development strategy of each faculty (campus) of our university;

2. Comprehensively promote international industry-university-research cooperation projects, expand cooperation with internationally renowned enterprises and scientific research institutions, and promote the transformation and industrialization of scientific and technological achievements;

3. Organize and carry out high-level international academic exchange activities, build international academic cooperation platforms, and enhance the academic influence of our university;

4. Deepen the reform of the international university-enterprise joint training model, promote the construction of international internship bases, and cultivate high-quality applied talents with an international vision;

5. Integrate alumni resources, strengthen the in-depth cooperation of alumni in the field of industry-university-research, and give play to the bridge and link role of alumni in the international cooperation and development of our university;

6. Coordinate the international cooperation relations between each faculty (campus), each unit and off-campus institutions, optimize the cooperation environment, and improve the quality and efficiency of cooperation.

IV. Work Requirements

1. Smooth Transition: The original relevant departments should earnestly do a good job in personnel placement, work handover, and sorting out of archival materials to ensure the smooth transition of various businesses and avoid work disconnection or delay.

2. Coordination and Cooperation: Each faculty (campus) and each unit should actively support the work of the "Office of International Industry-University-Research Integration and Academic Cooperation", strengthen communication and collaboration, and form a strong integration and cohesion to promote international industry-university-research cooperation and academic exchanges.

3. Innovative Development: The new institution should take this integration as an opportunity to innovate working mechanisms and models, give full play to the advantages of resource integration, provide strong support for the implementation of the international development strategy of our university, and promote our university to a new level in international influence and comprehensive competitiveness.
